In 2004, NOAA's National Marine Sanctuaries Program (NMSP) had volunteer programs from the public willing to devote their free time to helping causes related to the National Marine Sanctuaries and other related initiatives. Managing the mass amount of volunteers had previously been done separately by each sanctuary. -
